Summary0009615: [Request] Add start_priority_group to resources
Description

Just like with download_priority_group, it would be quite useful to have some control over resource start order by adding start priority groups to resource meta.
When calling exported functions on[Client]ResourceStart, you have to set various timers to avoid calling a non running resource, which is not very convenient and doesn't always ensure that the resource is already running.

@Xenius your script only handles initial server-side resource start. It won't control the order of how resources are started client-side when a client is joining your server.

Clients start resources in the same order they were started on the server. This is why if you restart a resource, other resources may cause debug errors such as being unable to call an export. My scripts are riddled with timers and unnecessary checks because of this.
