This is needed, because cancelling events doesn't really cancel attached functions execution.

What's an "attached" function? I don't get what the issue is about.
Let's say, there can be 2 scripts, both have their own attached functions to the same event. 1st script cancels the executed events, but there is no way to check this behavior on the 2nd script, so it can't decide whether or not it's content should be executed.
