Summary0001603: Radar areas don't flash on full screen map
Description

Radar areas that are flashing do not flash on the full screen radar map. Instead the radar area doesn't show at all.

The full-sceen map displays the radar area with the same alpha that was on the radar. For example, if you open it when it has a high alpha on your radar, it will have a high alpha on the full map.

It's hard to show a radar area that's NOT flashing in a screenshot, it just appears as a red radar area with more or less transparency than usual. I'll see if I have a pic.

Notice the red radar area right below my blip. It SHOULD be flashing, but it isn't on the F11 map. I opened the F11 map while the area had light transparency on the radar (where it flashes properly), and so it has a light transparency on the F11 map.

As far as I know the full screen radar has no support for flashing.

The Radar Areas alpha was not being updated as when the HUD is disabled in full screen map, the DoPulse method is no longer called (thus alpha not being updated). The DoPulse is now called regardless, and a 'render' flag is passed in.
