The title should be pretty self-explanatory, would be pretty useful addition - give the ability to write fully downloaded audio(file)-streams as files.

  2. Save as a file, so the players wouldn't have to load it again

You can host resources on an http server and this will allow your clients to download client-side files/scripts from it instead of MTA server.

What is the point of streaming files if you want to save/download them?

Streaming audio files runs WHILE you download them. Thats a big plus.
Also you only download them when needed. Thats a big plus too.
If you'd need to download 20 MB of audio files every time because you stream them, thats a big minus.
So, saving doesn't destroy the point of streaming, it just adds a new feature.
